These older cars do not start without the glowplugs working properly. If you switch on ignition and the light is not on, wait a for at least 30 seconds before starting. Relay might be still working even though the light is off.
So the glow plugs must be checked, and the light as well. It is possible to see if the relay supplies the voltage to the plugs, and it can be checked if any plugs are shorted/disrupted.
Let me know how the if the light is coming on while the engine is running. Also a VIN code would be useful, i then could provide you with wiring diagrams of the glowplug relay if needed.
