The barrel is the part of seat assembly. What you need to do is ensure that the seat is set in properly in the valve first. After that make sure the brass washers that sit against the rim of the "barrel" are in good condition. What is probably happening is the brass washers are worn and allowing the stem to pull the seat loose and spin it.Get the washers inspected.The are faulty.
