Locate the T751 circuit, which is the power supply to the control side of the starter relay... the ignition switch crank signal is its power source. Note that it's shared with the TCM, so your short to voltage could be coming from there or from the engine harness in general.What I've seen with these units is a lot (and I do mean a LOT) of harness damage from battery acid. When wiring is exposed to acid long enough, it seeps into the pores of individual wire insulation, allowing passage of voltage in small amounts between circuits that are touching in the loom.
A quick check would be to pull the starter relay and check the #86 terminal in the PDC for voltage as the van just sits there (the underside of the relay is marked). This is the feed from the ignition switch for crank signal, so if nobody is turning the key it should be at zero volts. Anything more than that constitutes a voltage bleed from somewhere.
Locate that yellow T751 circuit and see if its getting loose or short anywhere.-------
