This types of problems are very common,and noticed on many car brands and models.In this particular case,my customer noticed the problem on 2001 Mercury grand marque.
The ignition was turned off,but the head lights and heater fan not turning off.They remain ON,all the time and this drains the battery.
If you have the key off and the blower motor is still on then there must be something wrong with the ignition switch , due to its suppose to cut power to fuse 18 for the blower motor with the key off.In this case unplug the ignition switch and see if this turns off the blower motor and lights , if it does then i would replace it.
it could be the fault of both problem with the headlamps and blower motor ,,, but lets see what happens when you unplug it , if both stay off,, then it caused both problems.
Check for a loose ground wire , ground wires are wires on a car that are bolted to the frame ,body , or dash , there is three ground wires behind the right kick panel , the right kick panel is the panel your right foot would hit if you are sitting in the right front seat , remove this panel and make sure the wires bolts to the body are tight.
There is also two behind the side kick panel , remove this panel and make sure they are tight.Also look for a loose ground wire under the hood , there are two on the right front fender ,, there is one on the left front fender , rear on the fender ,, also do a wiggle test on the engine compartment harness, have the car off and start to wiggle the wires under the hood to see if you can get the blower and headlamps to turn off .

You have to remove the panel on the dash ,under the steering column ,and then you can access the conector to the ignition switch ,, it has a bolt in the center of it to loosen up and then it will unplug.

In some cases its seen,that short in the passenger wheel-well.There is a cluster of wires including one hot wire that gets worn out and fused with another wire.
